The State of Florida has issued yet another Consent Order against the City of Winter Springs — the third during Mayor Kevin McCann’s tenure — exposing a disturbing pattern of failure in the city’s management of its water and wastewater systems.
This latest Consent Order (OGC No. 24-0384), dated March 27, 2025, details a long list of violations at the city’s wastewater facility, including:
- Over 360 improperly collected water samples
- Approximately $200,000 in fines
- Expired chemical calibration standards
- Fecal coliform contamination in groundwater wells
- Repeated reporting failures and missing public safety signage
These are not minor clerical issues — they are critical lapses that compromise the health, safety, and trust of Winter Springs residents.
Mayor did not disclose violations—wants Veolia to bid to renew contract
Despite the seriousness of these violations, Mayor McCann failed to disclose them. The public only learned of the violations when it was brought up from the dais — prompting direct criticism of the mayor for keeping commissioners in the dark.
Incredibly, at the same meeting, Mayor McCann advocated for Veolia, the embattled water contractor at the center of these failures, to be allowed to bid again on a new contract — despite their role in multiple Consent Orders and enforcement actions.
Residents Have Had Enough
This latest state enforcement action follows a November 2023 petition signed by over 1,000 residents calling on Mayor McCann to resign over his mismanagement of the water system, soaring utility bills, and lack of transparency.

This is now Mayor McCann’s third Consent Order from the state. Each time, the pattern is the same: minimize, deflect, and hide the truth. But residents see through the spin — and they’re paying the price in their wallets, their water, and their trust.
Winter Springs deserves leadership that takes responsibility, tells the truth, and delivers results. Instead, we have a beleaguered mayor presiding over a deepening crisis.
It’s time for real change.
